A group of girls from the Spring Bud Dream Chorus joined their peers from Beijing to give a performance of the song "Flowers Bloom in China" for domestic and international guests at the Exhibition on China's Progress in Digital and Intelligent Empowerment for Women and Girls, a side event of the Global Leaders' Meeting on Women, on October 14, 2025.
Meanwhile, another group of the Spring Bud girls showcased their design of technology-driven Rubik's Cube under the Spring Bud InnoGirls program in the special exhibition event, winning numerous thumbs-up from visitors for their unique expression of personal growth and dream.
Their sunshine, confidence and achievements have vividly shown philanthropic endeavors made by the China Children and Teenagers' Fund (CCTF) in the 14th Five-Year Plan period (2021-2025).
The CCTF is a national 5A-level public fundraising foundation under the leadership of the All-China Women's Federation (ACWF). During the past five years, it has kept in mind the fundamental mission of educating people for the Communist Party of China (CPC) and the nation, adhered to the basic principle of nurturing virtue through education, stayed committed to children's education, safety and health, and the improvement of their comprehensive competence, the caring and assistance of children and teenagers in difficulties, family education services and emergency disaster relief.
The foundation has innovated and expanded its fundraising approaches, rallied public support for charitable actions, and written a new chapter in the development of children-oriented public welfare and philanthropy in the new era.
Empowering Girls, Safeguarding Educational Equity
Over the past five years, the CCTF has further expanded the contents of its charitable projects with the Spring Bud Project at its core, and strengthened guidance and educational assistance for girls. It has provided them with training on practical technologies and digital literacy, organized thematic classes and growth camps for them, built girls-friendly development venues, offered them adolescent health education and mental health guidance, and taken solid steps to enhance their all-round competence, help them gain an access to equitable, inclusive and high-quality education, and guarantee their healthy and comprehensive development.
The Spring Bud Project was conferred with the UNESCO Prize for Girls' and Women's Education in 2023 and recognized as one of the best poverty reduction practices in the 5th Call of Global Solicitation on Best Poverty Reduction Practices Campaign at the 2024 International Seminar on Global Poverty Reduction Partnerships, showing to the world Chinese practices and solutions in leveraging education to help alleviate poverty, empower girls and promote their all-round development via education.
— Offering Precise Assistance to Ensure Girls' Education
"The Spring Bud Project was just like a ray of sunshine into my life when I had no idea about the future … It has enabled me to realize my dream of attending university and regain my confidence in life," said Xiaomei (pseudonym), a beneficiary of the project.
Over the past five years, the Spring Bud Project has concentrated its assistance in key counties receiving national assistance for rural revitalization, the "three regions and three prefectures" and other underdeveloped regions, and delivered multiple forms of support to about 700,000 girls in the pursuit of their educational dream. The sub-program on providing girls from Liangshan Yi Autonomous Prefecture with educational assistance has donated about 106 million yuan (US $15.14 million) in funding and materials, benefiting about 300,000 girls and their families.
— Enacting Diversified Empowerment to Bolster Girls' Overall Competence
Over the past five years, the CCTF has introduced a series of concrete initiatives to promote quality education among the Spring Bud girls nationwide.
For instance, the Spring Bud InnoGirls program has provided over 10,000 girls with assistance in obtaining AI knowledge and digital intelligence courses. Two girls of them brought back home provincial-level first prize and national-level third prize in the National Youth ICT (Information and Communications Technology) Competition.
The CCTF has granted S.-T. Yau High School Girls' Mathematics Contest and other competition events with tremendous support to further stimulate the interest of girls in loving, learning and utilizing mathematics.
The CCTF has set up 60 Spring Bud Dream Choruses, provided more than 2,000 girls with professional training and chorus education, created platforms and opportunities for them, and organized over 100 girls to attend the Exhibition on China's Progress in Digital and Intelligent Empowerment for Women and Girls, the Harbin 2025 Asian Winter Games and other domestic as well as international events, allowing them to seek self-expression and showcase personal image.
The CCTF has also organized over 7,000 girls to attend national primary and middle school students painting and calligraphy competitions, uncovering their artistic potentials through aesthetic education.
— Caring for Physical and Mental Health to Lay Solid Foundation for Healthy Growth
To better meet the demands of girls in their adolescent health and psychology, the CCTF has deepened the implementation of the Spring Bud Companionship program and held about 4,200 theme classes and growth camps with the participation of 51,000 girls.
The CCTF has established 88 girl-friendly growth sites under the Spring Bud Gas Station and the Spring Bud Aerospace Dream programs, benefiting approximately 500,000 girls and their families through caring assistance and empowerment training activities.
The CCTF has organized over 500 adolescent health education activities on campuses nationwide to comprehensively protect the physical and mental health of girls. During the implementation of the Spring Bud Girls' Healthy Growth program, the CCTF has provided more than 20,000 girls with sports devices and enabled them to be more self-confident.
— Conveying China's Strength via International Cooperation
Over the past five years, the CCTF has proactively taken part in international exchanges and cooperation and enlarged the presence of the Spring Bud Project abroad.
For instance, the China-Nicaragua Friendship for Girls Dream Choir and the China-Cambodia Project for Girls, Women's Education, two "small and beautiful" public welfare projects, have landed in Nicaragua and Cambodia respectively to make the development stories of girls' education between China and the two countries better known, contributing Chinese wisdom and strength to the further development of girls' and women's education across the world.
Focusing on Children's Needs, Providing Better Care
The CCTF has rallied social support and built bridges of love toward meeting the diverse development demands of children. It has also taken target measures to provide rural left-behind and disadvantaged children with caring services and assistance, safeguard children's physical and mental health, and offer family education guidance, conveying the care of the CPC and the warmth of the socialist family.
— Upgrading Regular Care Services
Over the past five years, the CCTF has managed 1,577 happy homes for children, secured 80 million yuan (US $11.43 million) of financial assistance from the central lottery public welfare fund, opened 808 sunshine service stations in Anhui, Jiangxi, Sichuan and other six provincial regions, and organized themed activities concerning children's protection, mental health education and family education on a regular basis, benefiting about 400,000 children, including those whose parents work away from home.
— Delivering Tangible Results in Assisting Children in Difficulties
The CCTF and Hengyuanxiang (Group) Co., Ltd have jointly implemented the Heng'ai Action for two decades. Since 2005, the public welfare initiative has collected donations of funding and materials worth about 147 million yuan (US $21 million), gathered 465,000 kilograms of wool, and distributed 1.5 million sweaters to children in border areas with mainly ethnic minority populations and other children in difficulties.
The CCTF has provided more than 18,000 students with educational assistance and adolescent health care services in the implementation of the Building Bridges for Love initiative. It has also cooperated with US company Nu Skin on the distribution of more than 900,000 nutritional parcels worth nearly 200 million yuan (US $28.57 million), effectively alleviating the difficulties in the lives and growth of children.
— Innovating Children's Care Service Models
"All my efforts are worthwhile when children give me a big smile. I hope that they can grow up freely, healthily and happily," said a college student volunteer surnamed Li, when he attended a children's care service activity under the Guarding Childhood, Growing Up Together program.
Over the past five years, the charitable initiative has drawn the participation of over 8,000 college and university students nationwide and brought warmth to more than 40,000 left-behind children and those living in difficulties.
Meanwhile, the Achieving Dream of the Future with Infinite Possibilities program has provided 11 girls' sports teams with financial assistance, further inspiring children to chase their dream in the sports venues.
The CCTF has distributed 238,000 Hello Kids love parcels containing studying and living necessities to children, organized 130 science popularization lectures on the formation of healthy habits, provided more than 470 children patients with medical and rehabilitation assistance, and offered rehabilitation funds to 1,200 families with autistic children. The Life Care program has benefited about two million children and their families in terms of improving legal awareness and mental health.
— Enhancing Family Care Services
The New Parents Academy and National Online Parents School has drawn the registration of over 1.8 million users and provided them with high-quality family education guidance services.
The Passing Love for a Better Start program has benefited about 250,000 rural families with newborns in improving their nutrition and health.
The Happy Families: 1,000-Day Maternal and Infant Health Action has convened more than 6,000 open lectures about pregnancy nutrition and newborn attendance as well as occupational training of primary medical workers, benefiting about 2.58 million pregnant and lying-in women as well as families with newborns.
The Youth Public Welfare Academy has held more than 800 parent-child activities to promote fine family civilization norms, benefiting 160,000 children and families.
Strengthening Emergence Response, Expanding Fundraising Channels
Over the past five years, the CCTF has fulfilled its obligations as a children-oriented public welfare platform, taken swift actions in response to disasters such as epidemics, earthquakes and floods, and collected donations of cash as well as goods worth about 300 million yuan (US $42.86 million) for disaster relief efforts.
Meanwhile, the CCTF has constantly innovated its fundraising channels and optimized resource management, laying a solid foundation for the sustainable development of public welfare cause.
— Launching Immediate Response to Help Disaster-Affected Children, Families
The CCTF has responded quickly, undertaken 33 emergency rescue missions, and helped numerous children and their families cope with disaster-related challenges and difficulties since the outbreak of such disasters as the COVID-19 epidemic, Henan flood, Luding earthquake, Beijing-Tianjin-Hebei flood, Jishishan earthquake, Shigatse earthquake and Rongjiang flood.
After learning the news of the deadly fire at Wang Fuk Court in Tai Po of Hong Kong, the CCTF immediately opened a special assistance channel and worked together with the ACWF Hong Kong Delegates Association to help local residents rebuild their home.
— Diversifying Fundraising Channels, Rallying Public Support
The CCTF has proactively explored charitable resources, expanded cooperative channels, and fulfilled its obligations via the donation of funding and materials and the building of service spaces. It has also leveraged the strengths of financial institutions in nurturing new finance-supported charitable approaches, innovating fundraising forms and providing strong support for the development of the charitable cause.
Standing at a new starting point, the CCTF will continually bring together public support, focus on the pressing and urgent needs of children in their growth, and foster diversified and precise assistance programs featuring the cultivation of virtue through education, quality enhancement and digital and intelligent empowerment on the basis of enriching the contents of the Spring Bud Project and other flagship projects in a drive to promote the healthy and all-round development of children, help families lead happy and prosperous lives, conveying the care of the Party and social warmth to more children and their families.
