Shanghai's Plan for Women and Children's Development During the 15th Five-Year Plan Period (2026-2030) was released recently by Shanghai Municipal Working Committee on Children and Women.
The plan has three sections: women's development, children's development and family building. In addition, the plan sets out 26 major targets.
The 13 targets aimed at women's development include women's employment and health and rights protection, while the seven targets on children's development include mental and physical health, nursing, education and protection of children's rights and interest. The six targets on family building include child birth, education and care of the elderly.
The plan highlights families' roles in supporting the promotion of all-round development of women and children.
The plan calls for the building of a business environment, with a gender perspective, and improving policies that support women's entrepreneurship. The plan also calls for the establishment of more women's organizations, especially in emerging sectors, and the strengthening of the protection of rights and interests of women workers in new employment forms.
The plan underscores the need to implement a campaign aimed at improving children's health, especially in terms of weight, sight, psychology, and bone and oral health.
The plan also urges children's participation in public affairs, urban construction and public events. The plan calls for optimized, family-oriented socialsecurity policies, and high-quality development of the domestic-service industry. Further, the plan proposes the adoption of digital and intelligent approaches to serving women, children and their families.
