China Launches Campaign to Tackle Online Risks Facing Minors

 2026-07-21

BEIJING, July 20 (Xinhua) — Chinese authorities have launched this year's campaign to address online issues affecting minors, as part of efforts to create a safer and healthier internet environment for young people.

Initiated by the Cyberspace Administration of China (CAC), the campaign will run for four months and be implemented in two stages, according to the CAC.

The first phase, which coincides with the summer holiday period, will focus on tackling prominent problems related to content publishing, user interaction and online marketing.

The CAC said this phase of the campaign will target issues including the creation of harmful cartoon content, the use of artificial intelligence to produce inappropriate or distorted versions of classic cartoon characters, and the promotion of violent or frightening material. It will also seek to combat online scams aimed at minors, such as schemes designed to trick young people into making payments.

The second phase will focus on regulating platform recommendation practices, improving educational content sections, and strengthening the development of dedicated modes for minors, the CAC noted.

The CAC urged local cyberspace authorities to keep track of emerging online risks affecting minors, strengthen platform responsibility, and step up enforcement against violations.
